I am kind of confused by whatever is happening at the front of the skirt, where that whole section has been gathered and, like, tied up like a window treatment. It looks a bit like a mistake.

But I love it in movement. It looks way less like an impromptu fan made of scratch paper in your un-air-conditioned third grade classroom from here.
