Chappell seems to have paired this exaggerated ruff with a Young Elizabeth I Learns The Hard Way What Happens When She Brushes Out Her Curls. I actually think this weird souped-up Laura Ashley fever dream works well on her, but that might be its only context.

Tyra won something for being a fashion icon, and she DOES have bona-fides, although not perhaps for her own style. Something about the way she did her makeup here made it look to me like she sent an impersonator in her place.
