Chloe Grace Moretz just split up with Brooklyn Beckham, so maybe her outfit can be written off to Extreme Perking Up. And Britney's is because she's Britney, and I legitimately don't think she remembers how to wear anything that isn't micro-short, or sweatpants and Uggs. The rest... well, some explanations are harder to intuit.
