I think this dress looks fantastic on Katy, and I even can get with her head's mix of Bono and Mary Stuart Masterson. But by leaning AWAY from the Sexy Sparkly Bathrobe aesthetic the dress naturally projects and going with dark tights and impossible-to-miss shoes, I think she works against it a bit. Kat played into it in a way that wasn't as costumey, and that's my pick
If she'd left the tights at home, maybe? Or... damn, it's just such a fun dress, and yet she seems to be going overboard with the "I'M GOING TO WORK IN THIS" feel. Katy, this dress wants to go PLAY.

This is better for Katy's current look, to me -- it's got a futuristic polish -- right up until we get down to her cankle boots. Do not do this to Katy Perry's legs, Boots! We know better.

Luke Bryan is gazing at Katy like, "Okay, 'Katy Perry,' wink wink, I'll play along until we get backstage and then I really need you to tell me who the other space aliens are." (Yes, I do think he'd call them space aliens, for some reason.) However, lionel Richie and Katy on American Idol... I might check that out. If only to see how deep into the show someone asks Lionel, "Is it me you're looking for," or just says hello to him with a knowing glance.
Just in case you wondered: Yes, in concert she is dressing like a really savage lipstick.
