This is undeniably weird. The bottom part really does look like a bustle that's on backwards, or something? But I can't help it; I think she's pulling it off.

This shows the detail work better, but also the strange volume around her pelvis. It's like she's going to undo the little bow and unroll a whole new top half for this dress.
