It so looks as if Britney is singing here -- perhaps a version of slow-jam version of "Lucky," AKA the song where she tried to tell us all about her emotional issues and we ignored her. In fact, what she's actually saying is, "Y'ALL BUY MY PANTIES I have a bet with Jessica Simpson and the loser has to buy the winner an island."
