I look at this and think, "SOMEBODY saw [Beyonce's Egg Roll outfit](https://go-fug-yourself.ghost.io/comfortably-played-michelle-obama-at-the-white-house-easter-egg-roll-03-2016/) as a gauntlet."

What you can't see as well here, but I detected in other photos, is that I THINK there is a plastic piece there between the skirt and the ruffle. It seemed to catch the light in other pictures. Not that it makes it BETTER that this can add "partially made of plastic" to its dubious resume.

It can also add "underbuttock cleavage" and "may be partly made of a giant novelty mustache."

I believe what we're seeing is her mesh tights pulled up above her waist band. Which she has folded down to be lower than the classic Britney Spears rise.

She MIGHT be one of the few people who can pull off those boots at age 46\. Sigh.
