It's because they are members of the Order of the Elephant, [which has a very interesting Wiki page](https://en.wikipedia.org/wiki/Order%5Fof%5Fthe%5FElephant?ref=go-fug-yourself.ghost.io). From what I can tell, it's basically Denmark's equiv of the Order of the Garter? (QEII, Philip, and Chaz are also in this one. Informative Caption tells us that "Japanese Emperor Akihito (3rd L), accompanied by Imperial family members, delivers New Year's greetings to well-wishers at the Imperial Palace...Some 126,000 people visited the Imperial Palace on the day to congratulate the Imperial family for the New Year." Everyone looks very elegant, as per usual.
