Yes, that is Steve-O. And yes, the caption said he "duct-taped himself to a billboard" to promote whatever his project is. But let's be real: He did not duct-tape himself to this billboard. Rather, he stood there while OTHER people duct-taped him to that billboard, which means he had at least one accomplice, which means there are AT LEAST two people who willingly participated in making it look like a bird ate some tar and then expelled it in his direction.
