I believe what we're seeing is FAKE sheers -- I think the fabric has a body silk-screened onto it and then it's carefully pleated with the houndstooth part to look like it's revealing something, but it isn't. As a piece of art, it's quite interesting. And Josie is a trans actress, so for her being in the UK, this might be a very pointed choice.
