I must admit, I did NOT think Noah Cyrus would get this far -- she is the Loyola Chicago of Fug Madness, minus the kindly awesome nun (as far as I kn0w). Is Emily Ratajkowski finally the sartorial wall she cannot climb? We're about to find out.
