This is, per Getty, part of the "official ceremonies for the Monaco National Day." I assume that's Monaco's version of the US's 4th of July? I mean in the sense of it being the day where the Monégasque are all YAY MONACO, not in the sense of it being the day where they call all their English friends and gloat. At any rate, she is looks terrifically dramatic and pretty in that hat.

In fact, I love this whole look. I think she looks amazing. And I would be speculating that she's secretly knocked up, given the shape of her coat, except....

The old side-view doesn't really support that theory. I think it's just an intentionally large, chic coat.

Maybe. They DO seem to look happier, though. Maybe Albert and Charlene have decided to make this thing work. She can't be trying to flee the country anymore, he can't keep trying to impregnate flight attendants...it's a deal. (This is the point in the story where, if this were a Danielle Steele novel, they'd settle in for like five years of bland uneventfulness and a couple of kids, then he'd get poisoned by a rival and she'd fall in love with a jockey.)
