It is INSANE, but she is definitively wearing it, not the other way around, and her face looks GREAT. (You know I am partial to anything with a bit of a cape.)

I know some of you may disagree about this, but I LOVE this on her. It's so dramatic, and pretty, and just over-the-top enough for Effie Trinket. I cannot WAIT to see what she wears on the rest of this press tour. GAME. ON.
