It's On Brand For Rita Ora That I Could Not Tell If This Was a Halloween Costume or What

Tell me it's not WHOLLY POSSIBLE that Rita Ora might wear this -- sans the bottle of Jack Daniels, which I assume is part of her costume -- out and about any day of the year! All the more so because, although this is definitely for Halloween -- she is at a costume party -- I cannot figure who she's supposed to be. Is she in costume as....Rita Ora?
